Local Authority Streetlighting

Public roads generally fall within the control of the Local Authority responsible.  While there are national and European standards to follow when planning lighting on public roads, the Local Authority also will usually have its own particular requirements, which can vary significantly for neighbouring Local Authorities.  This can relate to technical issues (eg. Photocells), style of lights, and often an approval list of which suppliers must be used. 

Local Authorities and City Councils have requirements for lighting public roads and also other types of lighting, such as Car Park Lights, Floodlights, etc. Street lighting is usually the biggest lighting requirement.  Typically, Streetlights will need to have a life rating in excess of 100,000 hours to be used on public roads.

For example, VeeLite’s architectural/heritage Merrion LED Lantern is offered with a range of optics – for both Street lighting and carpark optics.   The Luminaires and Optics comply with Local Authority Standards. VeeLite provide a lighting design service (using software and formats required by Local Authorities) to demonstrate compliance.  Alternatively, we offer photometrics to Lighting Designers to run their own calculations.  Typically, we often supply LED Streetlights with DALI light dimming control and in refit Projects, can adapt the Mastfitter to ensure the new Luminaires match existing Brackets.  The flat LED optics are highly efficient, with a life of 100,000 hours and prevent uplight.  A Deep Bowl Lens (shown) or a Shallow lens can be offered and often a Selc 8482 35 Lux 1:05 Photocell is provided on request.

LED Street lights / Streetlighting is a specialised area of lighting design.  For public roads, the lighting is usually decided by the Local Authority or Council responsible and the requirements depend on the category of Public Road involved.  Motorways, dual carraigeways, single lane roads, urban roads, country roads, roads within housing estates may all require a different level of lighting, as well as uniformity or Glare rating etc.

Typically light falling on a suface is measured in Lux.  This applies to measuring light levels in most applications whether internal or external and can be measured with a Lux Meter.  However, the light levels on public roads are often designed (and measured) in Luminance.  This is a measurement of reflected light from a surface (roadway) and this can vary depending on the road surface, which itself is graded for reflectivity and is part of the calculation.  This reflected light can be measured with a Luminance Meter.  VeeLite can design road lighting schemes in either Lux or Luminance, or both.

Typical Options for public roads include:

  • Constant Light Output (CLO) over the life of the Luminaire.
  • Photocell.
  • Programmable Drivers – so Part-night or other dimming Profiles are available.
  • Different RAL finishes.
  • Choice of Mounting Bracket or Adaptation to suit existing Brackets.
